Objectives
- To identify the institutional framework for the decision-making process at the European level in the domain of environmental protection. - to know and to apply to real problems the horizontal and sector-based techniques for the protection of the environment established in the Environmental law of the European Union
Description of contents: programme
Unit 1.- The environmental policy and law of the European Union: institutional aspects Unit 2.- Actors, processes and results of the Union´s environmental policy Unit 3.- The implementation of EU environmental law Unit 4.- The horizontal instruments of EU environmental law (I): environmental Impact assessment Unit 5.- The horizontal instruments of EU environmental law (II): Access to information, participation and access to justice. The impact of the Aarhus convention Unit 6.- The horizontal instruments of EU environmental law (III): IPPC Unit 7.- The different sectors in EU Environmental law (I): Atmospheric protection. Current developments in Climate Change Unit 8.- The different sectors in EU Environmental law (II): Advanced question in the protecion of nature Unit 9.- The different sectors in EU Environmental law (III): Controversial aspects in the regulation of waste
Learning activities and methodology
- Introductory lectures by the professors, describing the basics of the subject - Introduction of the instrument for environmental protection by the professor, and analysis and discussion in the class of rulings of the ECJ, which will be indicated in due time. Reading and discussion of the cases is, therefore, an essential element of the course, and an important basis for the final grade.
