Objectives
The main objective of the course is to introduce students to the theory and practice of programme, policy and public service evaluation, understood within the general framework of public policy analysis and its application as an instrument and management tool for better government. It provides an overview of the theory and practice of programme evaluation, covering the basic concepts and issues of evaluation theory, as well as the steps to follow and the tools necessary for its practice. At the end of the course, students will have learned to conceive, design and critically analyse evaluations.
Description of contents: programme
1. Introduction to public policy evaluation: basic concepts and types of evaluation. 2. Theoretical perspectives and approaches in evaluation. 3. Designing, planning and conducting an evaluation 4. Methodological approaches to evaluation 5. Reporting and Reporting 6. Ethics and Politics in Public Policy Evaluation 7. The institutionalisation of evaluation in Spain, other countries and international organisations. Evaluation as a profession 8. Practical cases and case studies in public policy evaluation.
Learning activities and methodology
Learning activities: - Practical exercises (tests, test analysis and practical case studies about the main topics of the subject). Some of them will be assessed. - Design and planning of a program / project evaluation Tutorship: Individual, on the established schedule.
