Objectives
Knowledge and application of fundamental institutions of administrative law: the sanctioning and expropriation powers and the patrimonial responsibility of the Administration
Skills and learning outcomes
Description of contents: programme
1. Approach to the general interest and its composition with the rights and interests of individuals 2. The sanctioning power of the Public Administrations: concept and elements 3. The sanctioning power of the Public Administrations: the sanctioning procedure. 4. Forced expropriation: concept, legal regime and powers, subjects and prerequisites. 5. Forced expropriation: the expropriation procedure and reversion. 6. The patrimonial responsibility of the Public Administrations: concept and elements. 7. The patrimonial responsibility of the Public Administrations: patrimonial reparation and its implications.
Learning activities and methodology
The continuous assessment system is based on a practice-oriented teaching that aims to reinforce the learning of theory through direct experience in cases that should facilitate the understanding and handling of its content. Academic activities are divided into Lectures (large group) and Practice Sessions (small groups). 1. Lectures (Large Groups), in which the general lines of the subject of the corresponding topic will be presented. 2. Practical Sessions (Small Groups), in which specific activities are developed through which a practical vision of the content of the topics will be offered. The activities to be carried out will consist of solving practical exercises, as well as, where appropriate, other control activities such as reading the bibliography or relevant sentences and surprise tests or questions to check the level of knowledge on the topics. Use of Artificial Intelligence tools selectively allowed in this subject. The faculty may indicate a list of works and exercises that the student can perform using AI tools, specifying how they should be used, and how the student should describe the use made of them. If the use of AI by the student gives rise to academic fraud by falsifying the results of an exam or work required to accredit academic performance, the provisions of the Regulation of the University Carlos III of Madrid of partial development of the Law 3/2022, of February 24th, of University Coexistence will be applied.
