Objectives
CB2, CB3, CB4, CG1, CG2, CG4, CG6, CG7, CE3, CE4, CE5, CE7, CE8, CE9, CE10, CE12, CE15, RA1, RA2, RA3 Relating to programme's contents 1.- Identifying and implement rules and legal criteria mandating public authorities' situation and operation under the European and Constitutional law, and the main composition institutions of the general interest and the private interest. 2.- Solving legal problems in public authorities' relationships with public and private operators. 3.- Counselling to Public Administrations, companies, individuals and other organizations in public law matters. 4.- Intervene in administrative and constitutional procedures and processes. 5.- Drafting written documents for constitutional and administrative procedures.

Description of contents: programme
I. Public contracts Lesson 1. The contractual activity of the Public Sector Lesson 2. Elements of public procurement and preparation of contracts. Lesson 3. Procedures for procurement and its guarantees. Lesson 4. Execution and extintion of public sector contracts. Validity rules. II. Personal means of the Administration. Lesson 5. Constitutional model of public employment. Lesson 6. The service relationship: its nature and content. Rights and duties of public employees. Incompatibilities and sanctioning regime. Lesson 7. Access, development and extinction of the service relationship. III. Material material of the Administration Lesson 8. General regime of the material resources of the public Administrations. The public properties. Lesson 9. Public domain over natural resources: coasts, waters, mountains and mines. Lesson 10. Public domain of public works and public services: infrastructures Lesson 11. Learning activities and methodology
AF1,AF2,AF3 The learning process is based on a practice-oriented education. Therefore, regular lectures will be supplemented with in-class analysis and discussion of cases and materials, which will facilitate the understanding and application of the legal concepts. Therefore, the teaching activities are divided into "lecture type" sessions (for the whole group) and case-oriented sessions or discussion groups (in small rooms). The activities carried out in small groups are subject to the ¿on-going¿ or continuing evaluation during the course. 1. In the lecturing sessions, the professor will present the main concepts and ideas, pertaining to each of the units or lessons in which the syllabus is divided. These sessions will be taught online through the platform indicated by the teacher. 2. Case-oriented sessions will provide a practical approach to the different topics, through the analysis and discussion of real cases or selected reading materials. In the small groups, the curricular activities might also include "multiple choice" tests or other types of exams, covering a part of the course program. Those activities will be duly announced by the professor in the "Aula Global" electronic website. The sessions will be taught face to face, except for the groups that online learning has been scheduled. Assessment System
