Basic institutions of Administrative Law
1. To know the legal framework of administrative organization, activity and its control 2. To identify the different types of administrative bodies and levels of government present in Spain, as well as their internal organisation. 3. To understand the administrative process and the different administrative procedures 4. To know the judicial review of administrative decisions and the system of administrative appeals. 5. Finding, interpreting and applying legal rules in this field.
Description of contents: programme
I. The ORGANIZATION OF SPANISH PUBLIC ADMINISTRATION Lesson 1. The legal framework for the organisation of Public Administration. Lesson 2. Administrative competences and powers. Lesson 3. Organization of the Executive Branch at national and regional level. Lesson 4. Local Government bodies. Lesson 5. Agencies and other governmental bodies. II. ADMINISTRATIVE ACTIVITY: ADJUDICATION Lesson 6. The administrative procedure (I): definition, legal framework and elements Lesson 7. The administrative procedure (II): procedural stages and the duty to adjudicate Lesson 8. Administrative adjudication and decisions: concepts, types and elements Lesson 9. Adjudications (II): validity, effectiveness and enforcement Lesson 10. Administrative appeals. III. JUDICIAL REVIEW OF ADMINISTRATIVE ACTION Lesson 11. General and introductory aspects Lesson 12. First instance regular judicial proceedings. Appeals proceedings. The enforcement of rulings
Learning activities and methodology
The learning process is based on a practice-oriented education. Therefore, regular lectures will be supplemented with the analysis and discussion of cases and materials, which will facilitate the understanding and application of the legal concepts. Therefore, the teaching activities are divided into "lecture type" sessions (in large group) and case-oriented sessions (in small groups). The activities carried out in small groups is called ¿continuous assessment¿ (evaluación continua) 1. In the lecturing sessions, the professor will present the general concepts and ideas, the main tools and instruments for the protection of the environment. 2. Case-oriented sessions will provide a practical approach to the different topics, by the analysis and discussion of real cases or selected reading materials. In the small groups, the curricular activities might also include "multiple choice" tests or other types of exams, covering a part of the course program. Those activities will be duly announced by the professor in the "Aula Global" electronic website.
