Objectives
The main objective of the course is to introduce students to the theory and practice of programme, policy and public service evaluation, understood within the general framework of public policy analysis and its application as an instrument and management tool for better government. It provides an overview of the theory and practice of programme evaluation, covering the basic concepts and issues of evaluation theory, as well as the steps to follow and the tools necessary for its practice. At the end of the course, students will have learned to conceive, design and critically analyse evaluations.
Learning Outcomes
K1: Acquire and apply the knowledge, skills, and techniques of the discipline of political science, using the appropriate terminology and the appropriate scientific method K7: Describe the structure of public administrations at their different levels, the relationships established between them, the regulatory framework, planning and management in the public sphere. K9: Understand the economic dimension of the public sector in the state and international environment, as well as know the fundamentals and phases of the budget cycle in the public sphere C3: Know how to choose and use the different methodologies of political science and its subdisciplines for the understanding of past and future political phenomena C4: Be able to dedicate themselves to lifelong autonomous learning, which allows them to adapt to new situations in the professional environment S1: Be able to debate and formulate critical reasoning, using precise terminology and specialized resources, on political phenomena S2: Plan and organize teamwork by making the right decisions based on available information and gathering data in digital environments. S3: Use the information by interpreting relevant data avoiding plagiarism, and in accordance with the academic and professional conventions of the area of study, being able to evaluate the reliability and quality of such information. S4: Be able to apply the scientific method to social, political, and economic questions both domestically and in a globalized society S5: Apply the basic techniques and instruments of consulting for the various political actors as well as political communication S8: Ability to gather and interpret data and knowledge relevant to the development and defense of arguments on topics in their area of study S9: Ability to discern which quantitative or qualitative research techniques are appropriate to apply depending on the phenomenon being analysed S11: Know how to analyse public policies as well as design, plan, implement and evaluate public programmes and projects S12: Understand the economic dimension of the public sector in the state and international environment, as well as the phases of the budget cycle in the public sphere
Description of contents: programme
1. Introduction to public policy evaluation: basic concepts and types of evaluation. 2. Theoretical perspectives and approaches in evaluation. 3. Designing, planning and conducting an evaluation 4. Methodological approaches to evaluation 5. Reporting and Reporting 6. Ethics and Politics in Public Policy Evaluation 7. The institutionalisation of evaluation in Spain, other countries and international organisations. Evaluation as a profession 8. Practical cases and case studies in public policy evaluation.
Learning activities and methodology
Learning activities: - Practical exercises (tests, test analysis and practical case studies about the main topics of the subject). Some of them will be assessed. - Design and planning of a program / project evaluation Tutorship: Individual, on the established schedule.
