(M2.A1) Fundamentals and Legal Framework of Personal Data Protection (M2.A2) Supervision, Control, Auditing, and Security Measures
Objectives
The main objective of this course is to provide specialized training in sector-specific areas related to data protection, transparency, and the single data market. Specifically, in relation to sector-specific areas of data protection, the aim is for students to acquire the professional training required by the Data Protection Officer (DPO) Certification Scheme of the Spanish Data Protection Agency (SDPA). The course also addresses transparency, data reuse, and the single data market, with a focus on the development of the European data strategy¿topics that have their own legal significance but are closely connected to the data protection framework. The goal is for students to acquire the necessary and up-to-date knowledge of the various items in the syllabus, supported by instruction from professors and expert professionals in the field. The training covers not only the theoretical framework but also the practical and technical aspects required. In light of the above, the course aims to achieve the following general and specific objectives: General Objectives: - To fulfil, apply, and develop the objectives of the training programme for professional specialization in privacy and data protection, in accordance with the Data Protection Officer (DPO) Certification Scheme of the Spanish Data Protection Agency (SDPA). - To develop the ability to interpret the legal and organizational framework. - To analyse, plan, evaluate, and manage the risks arising from non-compliance with data protection regulations, and to properly assess the specific sectoral regulations on transparency, good governance, and the single data market. - Critical analysis of legal texts for their correct interpretation and, where appropriate, application to the content of the course. - To evaluate the regulatory impact and its relationship to users' rights in connection with the subject matter. - Ability to apply knowledge to specific situations, identifying solutions consistent with the legal framework and technological developments Specific Objectives: - To understand the regulation of certain types of data and sector-specific legislation on personal data protection, as well as transparency, good governance, the single data market, and the various adopted European data space strategies. - To comprehend the mechanisms and regulation of certain types of data and their impact on data protection, with special attention to the transparency regime, the single data market, and the European data strategies. - To understand the legal limits of technology use, ensuring that its application does not infringe the right to personal data protection, with knowledge of existing regulations on transparency, data markets, and the European data strategy, as well as their goals and intended outcomes. - To interpret, analyse, and assess the various regulatory frameworks governing specific sectors, transparency, and the single data market, and their relevance for data protection, in order to provide advice on course-related matters. - To differentiate the preliminary security measures that must be adopted (controls, audits, risk assessments, etc.) to safeguard the right to data protection in relation to other associated rights. - To identify and understand the parties involved in these activities, and their rights and obligations. - To identify the different institutions involved in each sector, their competences, activities, resolutions, etc. - To be able to advise on and distinguish between the different sectors studied, as well as on transparency, data reuse, the single data market, and the European data strategy

Learning activities and methodology
Learning Activities ¿ Theoretical and practical classes ¿ Individual or group work by students, including in-class presentation and defense of assignments ¿ Resolution of practical case studies Active participation in sessions is important. As this is an in-person Master's programme, class attendance is essential for student evaluation. Attendance requirements established in the Master¿s academic regulations and in Aula Global must be met in order to be assessed. Teaching Methodology The methodology used in this course will be as follows: ¿ Lectures delivered by various instructors with the support of digital and audiovisual media, in which the main concepts of the subject are developed and bibliography is provided to support student learning ¿ Critical reading of texts recommended by the instructor to broaden and consolidate understanding of the subject, followed by class discussion ¿ Resolution of practical cases or drafting of reports, opinions, etc., assigned by the instructor for individual or group completion ¿ Presentation and discussion in class¿moderated by the instructor¿of course-related materials, as well as their comprehension and explanation Tutoring Students will have access to tutoring sessions with the course coordinator. Tutoring is intended to support the teaching and learning process based on interaction between the student and the instructor, with the aim of: (i) Guiding students in independent and group work (ii) Exploring specific aspects of the subject in greater Depth (iii) Supporting the student¿s academic and holistic development Tutoring sessions will be held at the times and under the conditions established in Aula Global.
