Objectives
GENERAL OBJECTIVES - Ability to present facts both orally and in writing, and to extract legal consequences through reasoning, taking into account the context and the intended audience. - To know, identify, understand, and apply in practice the essential principles of telecommunications and cybersecurity. - To develop the ability to interpret the legal, organizational, and contractual framework that governs and shapes professional activities in the field of telecommunications and cybersecurity, and to apply that knowledge in the different areas of potential professional practice. - To acquire the ability to identify situations where the rights of individuals may be at risk in the telecommunications and cybersecurity sectors. - To analyze, plan, assess, and control the risks arising from non-compliance with telecommunications and cybersecurity regulations, and to propose appropriate solutions. - To identify conflicts of interest and understand techniques for resolving them in the areas covered by the master¿s program, while always preserving professional secrecy and confidentiality. - To know how to gather evidence, master the techniques related to each type of evidence for the investigation of facts, and assess the available material in the various fields of study within the program in order to initiate administrative or judicial proceedings. - To know and be able to advocate for the rights of service providers in the fields covered by the program before the competent public authorities and in judicial settings. - To develop the skills and abilities to choose the correct strategy for defending the rights of individuals in the telecommunications and cybersecurity sectors. - To demonstrate critical analysis of legal texts for their correct interpretation and, where appropriate, application in the subject areas of the master¿s program. SPECIFIC OBJECTIVES - Ability to identify and determine the legal implications of specific issues in the field of telecommunications and cybersecurity. - Training to identify the legal framework applicable to issues in the field of telecommunications and cybersecurity, and the ability to systematize and determine the applicable legal regime. - Skill in locating and identifying both case law and administrative precedents to help resolve specific cases in the telecommunications and cybersecurity sectors. - Methods for collecting bibliography and general information on specific problems in the fields of telecommunications and cybersecurity. - Skills in drafting legal reports as well as professional and official documents. - Rhetorical abilities to present information and legal reasoning for solving specific legal problems in the telecommunications and cybersecurity fields.
Learning Outcomes
Description of contents: programme
The final project consists of the analysis of a specific topic with the aim of preparing a report, which must be completed individually or in groups, on a current issue previously assigned by the coordinating professor of the Telecommunications and Cybersecurity Regulation module. At the beginning of the module, the topics will be assigned and a submission deadline will be set, which will coincide with the conclusion of the module. On the scheduled submission date, the oral presentation of the project will take place. Throughout the module, specific sessions will be held to guide the preparation of the projects, both collectively with all students and individually with specific groups or students. All members of each team must participate both in the preparation of the project and in the classroom presentation. Any team member may be asked about any part of the content. The presentation must include a well-reasoned explanation of the main points of the project and, in particular, its conclusions. The presentation and defense of the project thus becomes the main component of the assessment, as it enables the evaluation of whether the student is familiar with the subject matter, can confidently address the issues identified, is knowledgeable about the relevant legislation and case law, and is capable of responding to the questions posed. All of this is to be done within a short time frame, which allows for assessing the student¿s readiness, command of the topic, and fluency in the presentation
Learning activities and methodology
LEARNING ACTIVITY Students must prepare an individual paper on a specific area of telecommunications and cybersecurity regulation, applying all the knowledge acquired in the three subjects of the module. This work will involve the analysis of legislation and case law, as well as existing legal scholarship, and must include original and critical contributions. To this end, at the beginning of the module, the coordinating professor will assign a specific topic to be developed either individually or in groups. The report shall consist of the legal analysis of a complex issue in the sector, which students must study and explain, indicating at least: what it consists of, its legal framework, its legal implications and problematic aspects, and their proposed solutions, recommendations, or opinions. TEACHING METHODOLOGIES Students will be assigned a topic in advance so that, individually or in groups, and under the supervision of the professor, they may conduct an in-depth study. They will receive a list of general references and links to the library to guide them in preparing the report and help them acquire skills useful for their Master¿s Thesis. Students must focus their report on the assigned topic, working with existing national, regional or local regulations, case law (national, European, etc.), and/or comparative legal and jurisprudential information. On the submission date, a class presentation and discussion will take place, moderated by the professor, based on the report and including questions and topics related to the content presented. TUTORIALS Students will have access to tutorials with the person responsible for coordinating the course throughout the Telecommunications and Cybersecurity Regulation module. They will also meet with the course coordinator to resolve questions and clarify the scope of the report, bibliography, objectives, etc. The tutorials aim to organize the teaching and learning processes, based on the interaction between student and professor, with the goal of: (i) Guiding the students¿ individual and group work. (ii) Exploring various aspects of the subject in greater depth. (iii) Supporting the academic and overall development of the student.
